PROBLEM TO BE SOLVED: To notify the radio wave environment of an area to which a mobile terminal moves in future, without enlarging an apparatus or increasing the communication load.;SOLUTION: There are provided a radio wave environment database 8 for holding the distribution of a radio wave reception strength for each machine type of a mobile terminal or for each communication enterprise; a terminal information acquisition section 52 for acquiring location information D1 of a mobile terminal 1, present time information D2 in the mobile terminal 1 and terminal class information related to a class of the terminal; a terminal decision section 53 for deciding the machine type of the mobile terminal 1 and a communication enterprise, to which the machine type belongs; a terminal movement calculation section 55 for calculating a moving speed and a moving direction of the mobile terminal 1; and a predictive information generation section 57 which refers to the radio wave environment database 8, based on the result of the calculation due to the terminal movement calculation section 55 and a result of the decision due to the terminal decision section 53 and predicting a radio wave environment, corresponding to the machine type or the communication enterprise of the mobile terminal in an area, to which the mobile terminal 1 moves in future, and a required time until the mobile terminal reaches the area.
