PROBLEM TO BE SOLVED: To provide a band allocation method, based on traffic statistic information inside an IP network for reducing an information discarding probability, based on excess of resource bands caused by burst transmission/reception and for efficiently allocating resource bands during low traffic, and a line state management method for providing traffic statistic information inside the IP network which is useful for the line band assignment.;SOLUTION: In an IP network, including a plurality of network terminating devices each comprising an accommodated line flow rate and line status observation function and a flow rate control processing function, each of the network terminating devices, transmits statistic information relating a flow rate for each line and a line status to a line statistic information management device, receives updated statistic information relating to the flow rate for each line and the line status from the line statistic information management device and determines the transmission band and a transmission timing, based on the information so as to provide efficient band resource allocation processing. Furthermore, there is also provided a line status management method for receiving flow rate information for each line and line status information of each of the network terminating devices and traffic statistic information inside the network is provided to the network terminating device.;COPYRIGHT: (C)2005,JPO&NCIPI
