PROBLEM TO BE SOLVED: To enable a user to easily acquire a latest discount ticket and to enable a service or commodity provider or a user to easily confirm the content of discount service.;SOLUTION: An identification number issuing part 111 issues, on receipt of a discount service registration request from a provider terminal 21, a ticket identification number. A discount ticket registration part 112 generates discount ticket data as screen data of a Web page based on the service/commodity information received from the provider terminal 21 and registers them in a database. A discount ticket issuing part 113 extracts, on receipt of a ticket identification number from a user terminal 31, discount ticket data from the discount ticket database 116 based on the received ticket identification number.
