PROBLEM TO BE SOLVED: To provide a resistance application device which can wind a filament with high tension applied without adjusting the filament holding part of a filament holding device, the filament holding device using the resistance application device, a filament winding device, and a filament winding method.;SOLUTION: The filament winding device 1 has the filament holding device 3 which holds the filament W by making it be able to be drawn in turn and the resistance application device 4 which applies resistance to the movement in the drawing direction to the filament W drawn from the filament holding part 3a storing/handling the filament W in the filament holding device 3.
