PROBLEM TO BE SOLVED: To provide a target and firearm combination decision device and a combination decision method of a target and a firearm, allowing reduction of possibility of generation of failure to shoot the target.;SOLUTION: A shooting-down probability decision part 4 calculates shooting-down probability of the firearm to the target by use of SSKP that is the shooting-down probability of a firearm 1 projectile according to relative position relation and a flight characteristic in each classification of the target to increase accuracy of the calculated shooting-down probability, so that the failure to shoot the target is reduced. When it is permitted that the same target is allocated to one firearm a plurality of times, an effectiveness matrix update part 5 outputs effectiveness matrix update information for making an effectiveness matrix unchanged to a target and firearm combination decision part 2.
