PROBLEM TO BE SOLVED: To provide a flowout lightning surge reducing circuit which can more reduce a flowout lightning surge to a distribution line, etc. when the value of a demander grounding resistance is the same and which can, on the other hand, increase the value of the demander grounding resistance when the amount of flowout lightning surge to the distribution line, etc. is the same and to provide a flowout lightning surge reducing device.;SOLUTION: A circuit for reducing a lightning surge flowing out to the distribution line, etc. drawn to a structure when a lightning occurs on the structure, is provided.
