PPROBLEM TO BE SOLVED: To estimate the influence of repeated load of wind and waves with good accuracy in designing a floating body type wind power generator. PSOLUTION: In designing the floating body type wind power generator, combinations of waves condition and wind condition are set (step S301), a wave stress spectrum of waves load in one of the above combinations is obtained (step S303), and a wind stress spectrum of wind load is obtained (step S305). Subsequently, the wave stress spectrum and the wind stress spectrum are added to obtain the composite stress spectrum (step S306), and the probability density distribution of stress amplitude is obtained from the composite stress spectrum (step S307). The fatigue damage degree in all of the above combinations is obtained from the probability density distribution of stress amplitude (step S310), and the sum of the fatigue damage degrees in the respective combinations is obtained in consideration of the frequency of occurrence of the combinations is obtained (step S311) to evaluate the fatigue damage degree.
