PROBLEM TO BE SOLVED: To efficiently operate distributed computer resources managed in a lump, to provide a field of intermediation between a user and the computer resources by managing the distributed computer resources in a lump, and to provide a means and support assistance, automatically changing a state of the computer resource to be provided to the user.;SOLUTION: Information about the resource and a use situation are held in an index table, and the corresponding resource information is outputted in response to a request from the user. By providing the field of the intermediation between the user and the computer resources, the resource is efficiently provided. The state of the computer resource is held, and is automatically changed into a usable/non-usable state when the use situation exceeds an assumed value.
