PPROBLEM TO BE SOLVED: To automatically adjust an optimal parameter of equipment by a meta-heuristic optimization technique using an equipment characteristics formula and a regular network simulator, and to output it with its trend, etc. PSOLUTION: There are provided an optimization part 10 for obtaining and outputting the parameter value of the equipment as a state variable by the meta-heuristic optimization technique by using an objective function minimizing a discrepancy between a measured value and a calculated value of energy inputted in/outputted from each equipment constituting a network and an error with a specified value of a parameter values and an equipment characteristics formula 20 having an equipment model, an equipment operation rule, etc. inside for calculating the output amount of the equipment or a state quantity of each part in the network on the basis of the parameter value input from the optimization part and outputting it as a calculated value for the measured value.
