PPROBLEM TO BE SOLVED: To provide an operation management tool utilizing an optical disk which is lightweight, compact, preservable almost permanently, has a large capacity and is free from a mutual adverse effects, adverse effects of electromagnetic waves, or the like, is inexpensive and easy to operate, and to improve the control precision by coupling and synthesizing chromatically enciphered sheets to set the number of controls to the infinite. PSOLUTION: An operation program wherein safety control based on color encryption and color encryption safety control capable of taking a measure against trace in the case that contents which users do not want to reveal are seen, are programmed is recorded in optical disk media, and a communication method is adopted by which contents are circulated by charging beneficiaries, and users repeatedly cooperate and agree to perform duties while seeing contents preserved then in optical disks and preserve required contents, and users exchange simultaneously occurring cooperative agreements while many preserved contents and systematic operation is automatically performed.
