PROBLEM TO BE SOLVED: To cnofigure a system for ensuring the security of an area at further low cost.;SOLUTION: This system comprises terminals 161, 5, and 6, a plurality of relay devices arranged in a hierarchical structure 3-1 to 3-n and 4-1 to 4-m, and a center device 2. Each of the terminals 161, 5 and 6 stores a unique help ID, comprises a button, and transmits the help ID by radio wave in response to depression of the button. Each of the plurality of relay devices 3-1 to 3-n and 4-1 to 4-m relays the help ID, on receipt of the help ID, so that the help ID is transmitted to the center device 2 based on a previous instruction or transfer limiting frequency from the center device 2.;COPYRIGHT: (C)2005,JPO&NCIPI
