The first computing means 24 computes for determining the second expression when the measurement values temporally decrease during computations for determining the first expression and uses the result of the computations for determining the second expression for determining the first expression when the measurement values turns from temporal decreases to increases without satisfying a prescribed number of times. Since it is thereby possible to precisely compute the first expression and the second expression and measure the peak point even in the case that a decreasing state has occurred in the rush current at monotonous increases by the effects of noise etc., it is possible to improve precision in measuring current-voltage characteristics.
