The present invention relates to a billing agency system using a mobile terminal and a method thereof. The billing agency system includes a message GIRO subscriber managing unit for registering a message GIRO service candidate, a message GIRO subscriber service managing unit for allowing a message GIRO service subscriber to refer to message GIRO particulars, a message GIRO payment managing unit for allowing the message GIRO service subscriber to pay for a message GIRO, and a message GIRO settlement managing unit for settling accounts with a user for the paid message GIRO. Accordingly, the payer can make payment for the message GIRO anytime anywhere by using the mobile terminal, which reduces time consumption. In addition, even if an address of the payer is changed due to movement, the payer can constantly receive the message GIRO. Thus, additional expenses are not incurred due to non-reception of the GIRO. The paid GIROs are easily added up and notified, and thus payment information can be collectively managed.
