PPROBLEM TO BE SOLVED: To provide a solar heat collection and radiation cooling device having both a solar heat collection function and a radiation cooling function, and having large strength. PSOLUTION: A plurality of solar heat collection and radiation devices 2 each comprising a flat heat reception and heat radiation fin part 4 formed with a solar heat absorption and radiation film on the surface, and a fluid circulation pipe 5 fixed on the lower face of the heat reception and heat radiation fin part 4 are arranged in the right and left direction. Both right and left side edges of the fin part 4 are integrally formed with drop-off walls 8 as reinforcing parts. Both the ends of the fluid circulation pipe 5 of each the solar heat collection and radiation device 2 are respectively connected to a header. Holding members 17 are respectively disposed outside the solar heat collection and radiation devices 2 in both the right and left ends. A pair of upper and lower fixing members 34, 35 sandwiching all the solar heat collection and radiation devices 2 from above and below are fixed across intermediate parts in the length direction of both the holding members 17. Both the fixing members 34, 35 are fastened from above and below by a fastening means, and all the solar heat collection and radiation devices 2 are held to the holding members 17 through the fixing members 34, 35.
