PPROBLEM TO BE SOLVED: To improve the maintenance and operation of an optical transmission system by reducing start-up actuating operation for a supervisory control network etc. PSOLUTION: An Ethernet(R) signal is used as a supervisory control signal for an optical communication device which transmits a main signal. On the supervisory control network, one optical communication device 101 is provided with a router 111 for the supervisory control network and other optical communication devices 102 to 105 are provided with Ethernet(R) switches 112 to 115, wherein Ethernet(R)-OSC(optical supervisory control signal) conversion parts 131 to 140 are coupled with the router and switches. A supervisory control signal for an Ethernet(R) signal from the supervisory control network router or switches is converted into an optical supervisory control signal (OSC) by an Ethernet-OSC conversion part and the signal is transmitted to an adjacent optical communication device by using optical fiber cables 121 to 125.
