PROBLEM TO BE SOLVED: To provide a treating agent to remove heavy metals in waste water which efficiently traps heavy metals in waste water and separates and removes heavy metals, and to provide a treating method of waste water at a low cost without requiring a special equipment. ;SOLUTION: A treating agent to remove heavy metals in waste water contains a novolac resin and an alkaline material and this treating agent is uniformly added and mixed in waste water containing heavy metals to form a metal complex of the novolac resin and heavy metals. Then an acid material is added to the mixture liquid to make the metal complex infusible to produce a precipitate containing the heavy metals.
