PROBLEM TO BE SOLVED: To reduce cost by using a field source by furnishing a bag of natural vegetable fiber cloth or unwoven fabric, anchor fastenings provided on both ends of the bag and chips of tree-trimmed wood filled in the bag. ;SOLUTION: One side of a slope frame 1 is made of a square cylindrical or cylindrical bag 2 made of natural vegetable fiber cloth or unwoven fabric, anchor fastenings 3 are provided on both ends of the bag 2, and chips of chipped tree-trimmed wood are filled in the bag 2. Thereafter, the bag 2 is devised to adjust a holding period of the slope frame until it is biodegraded and to be dissolved around the time when vegetation is rooted and a base is stabilized by selecting processing methods of material and antimicrobial processing, insect- proofing, etc. Thereafter, after the chips are filled in the bag 2, one side of the slope frame 1 is combined rectangular, the fastenings 3 are respectively accumulated, an anchor 4 is inserted into a hole 3a for connection and it is fixed on a face of slope of a banking.
