PPROBLEM TO BE SOLVED: To obtain a foaming agent for manufacturing cellular concrete excellent in water permeability and gas permeability, which dispenses with a water passage such as sponge because of the excellent water permeability when the cellular concrete is used as a filling material under a road and excellent gas permeability satisfies the standard of of the coefficient of the gas permeability in a charging process for a gas pipe. PSOLUTION: The cellular concrete excellent in water permeability and gas permeability in which a hardened body has the coefficient of gas permeability of 110SP-1/SPand the coefficient of water permeability of 110SP-2/SPis obtained by using an amine oxide type nonionic surfactant as an essential component of the foaming agent.
