PPROBLEM TO BE SOLVED: To provide an insurance procedure system that makes it possible to immediately perform a procedure for insurance when its necessity is recognized. PSOLUTION: A mobile terminal 1 is used to apply for an insurance procedure at an insurance accepting server 8 via a communication network 200, and at the same time a digital camera is used to photograph the certificate materials needed to perform screening for the insurance procedure. An image photographed and credited is sent by a camera image authentication server to the insurance accepting server 8. The insurance accepting server 8 checks the image to see if it is not the forged one but the true image; if it is determined to be the true image, screening for the insurance procedure is carried out based on the certificate materials photographed.
