PROBLEM TO BE SOLVED: To make it impossible to form correct partial digital signatures when the single point of divulgation in not made present and unless all of partial digital signatures organs form the correct partial digital signatures.;SOLUTION: The respective partial digital signatures are formed by using the partial signature keys formed by distributed processing for the Hash values of inputted digital documents and sets of the formed partial digital signatures or the inputted digital documents and the partial digital signatures are formed.
