PROBLEM TO BE SOLVED: To obtain the subject composition exhibiting good cosmetic properties without using emulsifying surfactants conventionally utilized, by compounding an acrylic terpolymer, which is obtained from an α, β-ethylenic unsaturated carboxylic acid, a specific surface-inactive monomer and a specific nonionic urethane monomer, and an active component in a form of oil-in-water type emulsion. ;SOLUTION: The subject composition comprises (A) containing an active component in an amount of at most 0.5 wt.%, and (B) compounding an acrylic terpolymer obtained from a carboxylic acid possessing α, β-ethylenic unsaturation (for example, methacrylic acid), a surface-inactive monomer possessing ethylenic unsaturation except the above carboxylic acid (for example, methyl acrylate and ethyl acrylate) and a nonionic urethane monomer, for example, a compound of the formula [(p) is 6-150; R2 is a 18-26C linear alkyl radical], wherein the nonionic urethane monomer is a reaction product of a monohydroxyl nonionic compound having both of hydrophilic and lipophilic properties and an isocyanate, and possesses monoethylenic unsaturation.;COPYRIGHT: (C)2000,JPO
