PPROBLEM TO BE SOLVED: To perform efficient search even if a large load is generated in a network or in an index server. PSOLUTION: A traffic volume is measured by a measurement part 12 for monitoring whether a measurement value exceeds a threshold value or not. When the measurement value exceeds the threshold value, a switching processing part 13 refers to management contents in an operation condition management part 14 and requires a terminal processing part 15 to switch the operation condition from a pure type to the index server, and the terminal processing part 15 switches the operation condition from the pure type to the index server. Alternatively, the switching processing part 13 requires the terminal processing part 15 to separate a part of a device, which is connected to its own device as a child node, and the terminal processing part 15 separates the part of the device connected as the child node to the own device.
