PPROBLEM TO BE SOLVED: To reproduce a stream quality delivered to each client from a stream delivery device. PSOLUTION: The stream delivery device 2 traces a control message such as a retransmission request and a band change request received from a client 1, attaches information on the reception time to it, and sends it to a stream quality management device 4. The device 4 accumulates these messages in a DB 42. A stream quality reproduction device 6 reproduces the quality of the stream delivered to the client 1 using the information stored in DB 42 an errorless stream received from the device 2 or a stream file possessed by the device 4.
