PPROBLEM TO BE SOLVED: To provide a dormant state controller, etc. capable of preventing that a dormant state of information transfer between two devices connected based on an IEEE 1394 standard affects other devices except the two devices even when the information transfer between the two devices becomes the dormant state. PSOLUTION: The dormant state controller is provided with a control part 13 which decides the number of other devices with which the a tuner 1 as a target to control the dormant state performs the information transfer and controls the tuner 1 so as to make the information transfer in the tuner 1 into the dormant state only when the decided number is one in the case of controlling the dormant state in the tuner 1 serially connected by a bus CSBX/SBand which halts information transfer via the bus CSBX/SBbetween the tuner 1 and other devices.
