PPROBLEM TO BE SOLVED: To provide an intentional movement picked-up scene detecting apparatus capable of more highly precisely detecting an intentional movement picked-up scene. PSOLUTION: The apparatus is provided with a first means which detects a temporary start frame of the intentional movement picked-up scene by using a first condition for detecting a start frame of the intentional movement picked-up scene; and a second means which, when the temporary start frame is detected by the first means, detects the start frame of the intentional movement picked-up scene by searching the start frame of the intentional movement picked-up scene in a direction of tracing back to the past from the temporary start frame or from a frame before one frame in time by using a second condition, the second condition for detecting the start frame of the intentional movement picked-up scene, different from the first condition.
