PROBLEM TO BE SOLVED: To provide a random number generator whose circuit scale is small for outputting a random number value having predetermined energy.;SOLUTION: This random number generator is provided with a random number storage part for storing the plurality of sets of random numbers to fix total energy R, and N pieces of random number values generated based on the set of one or more random number values read from the random number storage part is multiplied by the 0.5th power of (T×M÷R÷N), and outputted as a random number value system having predetermined energy.
