PPROBLEM TO BE SOLVED: To provide an in-situ mixing treatment construction method and apparatus for agitation and mixing the contaminated soil etc., from the bottoms of harbors, rivers, lakes, ponds and the like with a ground stabilizer so as to prevent the diffusion of the contaminants to the utmost in situ and subjecting the mixture to solidification treatment. PSOLUTION: A mixing treatment casing which is installed with a plurality of agitation mixing shafts of the in situ mixing treatment apparatus and opens downward is lowered toward the contaminated soil etc., at the bottom and is set at the depth at which the agitation mixing shafts exist within the strata of the contaminated soil etc. The agitation mixing shafts are driven to make rotation and orbital motion while the set state is maintained and the contaminated soil etc., are subjected to agitation mixing by injecting cement system solidifying materials and other ground stabilizers of a low pH value to the ground, by which the contaminated soil etc., at the bottom are subjected to the solidification treatment at the bottom.
