PROBLEM TO BE SOLVED: To safely and easily immobilize heavy metals, such as lead and cadmium, and immobilize arsenic by adding dithiocarbamic acid or its salt and water- soluble iron salt together with water to flying ashes and kneading the mixture. ;SOLUTION: The dithiocarbamic acid or its salt and the water-soluble iron salt are added together with the water to the flying ashes discharged from, for example, an incineration plant, etc. The mixture is then subjected to a kneading treatment. At that time, the flying ashes are applicable to the flying ashes of all characteristics and this method has a sufficient effect particularly when the flying ashes contains the arsenic. The dithiocarbamate derived from aliphat. or arom. amine compds. is usable as the dithiocarbamic acid or its salt and is usually produced by bringing carbon disulfide and amine compd., such as ethyl amine, into reaction in the presence of an alkali. Anhydrides and hydrate of org. and inorg. iron salts, such as ferrous chloride, are used as the water-soluble iron salt. The volume of the water to be used is specified to 5 to 50wt.% of the flying ashes to be treated.
