PROBLEM TO BE SOLVED: To safely and easily immobilize heavy metals, such as lead and cadmium, and immobilize arsenic by adding dithiocarbamic acid or its salt and water- soluble iron salt together with water to flying ashes and kneading the mixture. ;SOLUTION: The dithiocarbamic acid or its salt and the water-soluble iron salt are added together with the water to the flying ashes discharged from, for example, an incineration plant, etc. The mixture is then subjected to a kneading treatment.
