PROBLEM TO BE SOLVED: To provide an underwater setting method for a sheet-like substance capable of easily spreading and setting the sheet-like substance on the bottom without pressing burdens on a diver. ;SOLUTION: A sheet-like substance 1 revealing its form-retaining efficiency by pouring water inside of the sheet-like substance to expand it into a specific form or a plurality of water-pouring bags 2 are monolithically or detachably mouted to the sheet-like substance 1 to be set in the water such as the bottom of the water 3 or the like.
