PROBLEM TO BE SOLVED: To solve the problem that in the case of a conventional neutralizing method by carbon dioxide (including carbon dioxide in a combustion gas) and a conventional chemical addition method to add an acidic neutralizing chemical, reductions in equipment costs, operating costs and chemical costs as well as operation or the like are difficult, while the establishment of a construction sludge neutralization and recycling system is indispensably and urgently required since a construction sludge discharged from foundation works of a building or the like is high alkaline inorganic sludge with a pH of about 11-12 and classified as a waste of controlled type only due to the high pH.;SOLUTION: The method for neutralizing and recycling the construction sludge and a construction waste soil as a recycled soil material comprises a step of equally mixing a decomposed granite soil having a pH of 5-6 and the construction waste soil with the construction sludge having a pH of 11-12 so as to neutralize the mixture to the extent that the mixture does not affect a living environment.;COPYRIGHT: (C)2005,JPO&NCIPI
