SOLUTION: By setting a measurement start condition for automatically starting a measurement, a measured value transmitting condition for automatically collecting measured values and a measuring parameter for automatically performing the measurement from a data collecting center at a distant place as measuring conditions, a moving object (a traffic means frequently moving over all the country conventionally such as taxi, truck, bus, general business car or human being, for example), loading the radio wave quality measuring instrument of the portable telephone set can automatically measure the radio wave quality of the portable telephone set in the areas over the wide range even without dispatching any special car or investigator only by allowing the moving object to move on the basis of its own purpose completely without being conscious of the radio wave quality measurement.
