PURPOSE: To obtain an image signal with high resolution based on a proper prediction tap pattern in response to a signal characteristic of an input image signal with respect to the signal converter and the signal conversion method. CONSTITUTION: A classification section 12 classifies an input image signal (S1 ). Then predicted values (d2-d5) are generated (13) in response to plural picture element patterns different from the input image signal (S1 ) in the unit of prescribed blocks and interpolation picture elements (d10-d13) are selected (17) based on a classification result (c0) from the predicted values (d2-d5) to obtain the interpolation picture elements for the input image signal (S1 ).
