PROBLEM TO BE SOLVED: To provide a system for enabling a person as a temporary member to connect to a betting system through the Internet to bet on a winning horse with only electronic money just like a member in a short time even though only members with a locked account are allowed to utilize a betting system via a telephone line in the conventional practice and a subscriber with a locked account cannot make a contract with the sponsor of the voting system in a short time.;SOLUTION: This betting system is provided with an electronic money payment subsystem having a temporary subscriber management file.
