PPROBLEM TO BE SOLVED: To surely perform treatment to condition contaminated soil by solving the problem that there is a restriction of agitating excavated soil and a conditioning material within the ground and that earth pillars failing to homogeneously undergo contamination treatment are resultantly formed in actuality. PSOLUTION: The apparatus includes a soil discharging means for discharging the soil contaminated by boring contaminated substrates, a soil conditioning means for subjecting the soil discharged above the ground by the soil discharging means to the conditioning treatment, a ground water cleaning treating means for allowing the ground water to stagnate in the vertical shafts bored/formed in the substrates by the soil discharging means and subjecting the contaminated ground water to cleaning treatment in the vertical shafts, and a backfilling means for backfilling the soil subjected to the conditioning treatment by the soil conditioning means into the vertical shafts where the ground water subjected to the cleaning treatment by the ground water cleaning means stagnates.
