PROBLEM TO BE SOLVED: To avoid a double transmitting and double billing in a message service. SOLUTION: In this service center, at a transmission of a message, the message is judged whether it is the same as the message already transmitted based on the information stored in the center. If the message is not same, the message is transmitted, and if it is same, the message is not transmitted. In the case of not same a first acknowledge signal (RP-ACK), in the case of same a second acknowledge signal (RP-ERROR) different from the first acknowledge signal are transmitted to a cellular of a master of message transmission.
