A method and system are disclosed for improving the interoperability of a Radio Network controller and a base station in Cellular systems with downlink congestion control. A message is sent from a base station to a Radio Network Controller after the base station has at least one Transport block is discarded.The Message to the Radio Network Controller can be sent by the Radio Network Controller or controllers, additional Radio Network serving users affected by discarding at least one Transport Block.
