In the present invention, there is disclosed a global information, cautionary and warning system (see Fig. 1) comprising a subsystem (1) of entering and loading commands into a transmitted carrier signal, in concrete terms a teletext signal of a selected television channel, a subsystem (2) of a satellite transponder and/or transfer network (2') of telecommunication transmitters and a subsystem (3) of signal reception and expedition of commands. The subsystem (1) of entering and loading commands into a transmitted carrier signal comprises a command-entering module (1.1), a command signal encoding module (1.2) and a module (1.3) of entering the encoded command signal into a transmitted signal. Said satellite transponder subsystem (2) and said telecommunication transmitter transfer network (2') comprise a receiving module (2.1), a transposing module (2.2) and a signal transmission module (2.3). Said signal reception and command expedition subsystem (3) is provided at its input with at least one teletext signal receiver (3.1) of remote entered commands from an integrated rescue system center, a decoding module (3.2) and further with at least one interface (3.3) being selected from the group consisting of interface for wireless connection to a satellite transmission of a selected satellite transponder, an interface for antenna connection to terrestrial transmission of a selected television channel and an interface for cable connection to local network of a television cable distribution network, optionally to another cable network enabling data analog or digital transmission of a signal that contains teletext information.
