The present invention refers to a binding machine including a hole punching element with two different perforation sizes, and a ring-closing element. The invention comprises a base with a transversal aperture having waste collecting means and a guide element with upper vertical elements for capturing a means for housing and containing the aforesaid punching elements, where the guide element is vertically displaced. The machine is characterized in that a cutting plate is located between the base and the guide element, said cutting plate comprising a stopper thereon, which simultaneously supports the guide elements that house the punching elements. Said punching elements include two perforation rows with two different dimensions, said rows being longitudinally arranged and parallel to each other, and having the same amount of perforations and distribution therebetween. The housing element that houses a plurality of punching elements located in the two perforation rows includes pressing means with attaching elements thereon, said housing element being laterally connected to an actuating means, which is simultaneously connected to a couple of side arms useful for actuating an element for closing the double metallic rings, said closing element working in an outer cavity of the base and interacting with the stopper.
