The device (4) is operated by moving a rod (5) connected to a tensioning device (12) up and down. The bottom end of the rod is connected to a round press plate (11) which can be moved in a downwards direction in order to compact the rubbish (31). The tensioning device comprises two tubular parts (13, 14) with two locking plates (15, 16) fixed inside spaces in these parts by springs (17, 18) on the underside of the plates.
