An agent eluting perivascular sleeve comprises a matrix material which is selected from fibrin, collagen or chitosan, wherein the material is imbided with an agent selected from rapamycin of heparin. The sleeve can be used for local, vascular or extravascular, administration of the agent for treating vasculoproliferative diseases in hemodialysis access site and SMC hyperplasia.
