It is characterised in that 0.1 to 5.0 percent by moles of ruthenium in the form of ruthenium carbonyl is deposited on 99.9 to 95 percent by moles of magnesium fluoride with the specific surface of 10-50 m2/g by introducing magnesium fluoride into alcoholic or hydrocarbonaceous solution of ruthenium carbonyl.
