The invention relates to a decorative cosmetic oil / water emulsion that has a lasting effect since it adheres well to the skin and can be applied in all fields of decorative cosmetics. It has a stable color and can contain high proportions of particle-shaped materials, having very good moisture characteristics. This emulsion contains 0.1-3% by weight of a cationic gel or a gel mixture that is then mixed with water or powder components that are used for decorative purposes and are compatible with the gel and optionally with other active agents, support materials or mixtures thereof. When mixed in this way, the emulsion acquires a positive zeta potential in the range +5 to + 45V, for a pH value of 3.0 to 8.0. In addition, 5-30% by weight of an oil phase is stably dispersed in the aqueous gel phase of the emulsion, without the addition of an emulsifier.
