Topical administration pharmaceutical composition, comprising: (a) a safe and pharmaceutically effective amount of a pharmaceutically active agent; (b) about 15 to 97% by weight of a diol selected from the group consisting of 1, 2- propanediol, 1,2-butanediol, 1,3-butanediol, 2, 3- butanediol and mixtures thereof ; (c) about 0.5 to 25% by weight of cetyl alcohol; (d) about 0.1 to 25% by weight of glyceryl monostearate; (e) approximately 0.9 to 5.0% by weight of laurocapram; (f) approximately 0.5 to 25% by weight of stearyl alcohol; (g) about 0.01 to 1.0% by weight sodium lauryl sulfate; and (h) water.
