THE CENTRAL PROCESS UNIT (15) IS SCHEDULED TO DETECT WHEN THE CONGESTION HAS BEEN DETERMINED, IF THE CONGESTION HAS BEEN ORIGINATED BY A SUBJECT CHANGE IN THE PROFILE FOR A PARTICULAR MARKED NUMBER OR BY A GENERAL OVERLOAD OF THE TRAFFIC AT THE CONTROL POINT OF THE SERVICE, AND TO GENERATE CONGESTION CONTROL SIGNS THAT, IN turn, ARE SENT FROM THE SERVICE CONTROL POINT (13) TO THE SERVICE SWITCHING POINTS (11), USING THE ADMISSION CONTROLS (12) TO DELAY OR LIMIT TRAFFIC THROUGH THE SERVICE SWITCHING POINTS (11).
