A storage reservoir manager and a copy editor used for creating an off-line course permit the learners to process course material on a computer locally instead of connecting to an electronic learning system. A common packaging list is created when an off-line course is provided. The common packaging list customized for the learners is created when the off-line course is downloaded. An interface for obtaining an off-line course is provided by an off-line manager tool.
