Disclosed are database access control system and method based on 3-Tier structure. The system includes a computer terminal having a database client for a user to make various queries for database access and receive a query execution resu a business database server for managing business database to be accessed by the database client; and a database access control server that authenticates access of the database client by virtual account while previously defining and managing database virtual account and access right to database element, checks presence of access right to database element accessed by query execution by checking query requested for execution by the database client with reference to the access right to database element, accesses the business database server with database actual account and requests execution of the query according to the checking result, and receives an execution result of the query and outputs the result to the database client.
