A plurality (P) of satellite orbital planes, each arranged with a plurality (S) of ring-like low orbital satellites circulating around the earth in the sky, are arranged at a constant interval in the direction of longitude with an orbital inclination angle specified not to cause collision between the satellites thus configuring a network where each satellite is connected with adjacent satellites configuring an identical satellite orbital plane sequentially through an optical link. Each satellite is arranged with a phase difference coefficient (F) for each preceding satellite on the adjacent orbital plane and connected with a satellite having a satellite number n-1 smaller by 1 than the satellite number n in its own satellite orbital plane through inter-orbital plane connection with a satellite on a satellite orbital plane contiguous to the east side thus forming an 8-shaped ring-like network. A Manhattan street network is configured of the network in each satellite orbital plane and the network of inter-satellite orbital plane connection.
