A wireless network including a plurality of cells is configured into groups, each group defining a supercell. Within each su@ercell, a plurality of boundary cells defines an outer boundary of the supercell. Each boundary cell is adjacent to at least two other supercells. The wireless network also include a plurality of control devices, one control device corresponding to each supercell. Each control device controls communications within the plurality of cells of the corresponding supercell. Each control device utilizes a predictive algorithm to identify the at least two supercells adjacent to a given boundary cell and transmits data packets to a wireless device located in the given boundary cell and to the at least two supercells adjacent to the given boundary cell.
