A modular heating and cooling system has heat exchanger loops (20) incorporated in concrete building panels (10) for forming the walls, ceiling and floor of the building modules. The panels are assembled onto an aligning strip (16) which also aligns the supply (30, 34) and return connections (32, 36). The first panel has a connection to the main supply (40) while the end panel has a connection to the main return (44). Alternately a parallel return is incorporated into each panel to duct the return fluid to a main return near to the main supply, i.e. at the first panel. The system can be used for ducting heated or chilled fluids.
