PURPOSE: An anti-lock brake system is provided to sense a rough road surface by speed signals of wheel speed sensors. CONSTITUTION: An anti-lock brake system includes a road surface-deciding part(20) inputting speed signals sensed from wheel speed sensors(10) for sensing movement information of a vehicle and low pass-filtering signals of the speed signals and deciding the rough state of the surface of a road on which the vehicle travels. The road surface-deciding part comprises a low pass filter(21) for low pass-filtering of the speed signals sensed from the wheel speed sensors; an error-calculating part(22) inputting the sped signals sensed from the wheel speed sensors and the speed signals filtered in the low pass filter and calculating an error; and a road-determining part(23) inputting a difference calculated from the error-calculating part and determining the rough state of the surface of the road on which the vehicle travels.
